GMRS Repeaters: How a Handheld Reaches Further Than Its Power Suggests

A repeater is a radio on high ground that listens on one frequency and retransmits on another, in real time. Talk through one and your effective range stops being a function of your handheld's power and becomes a function of the repeater's height. This is the single largest capability difference between GMRS and FRS, and it is the reason the licence is worth holding.
FRS cannot use repeaters at all. GMRS can, and the channel plan is built around it.
How the channel plan makes room for it
GMRS is allotted 30 channels, specifically 16 main channels and 14 interstitial channels.
The main channels sit at 462 MHz and 467 MHz, and they pair up. A repeater listens on a 467 MHz main channel and transmits on the matching 462 MHz one. Your radio does the mirror image: transmits on 467, listens on 462. That offset is why repeater operation needs a radio that supports it and a channel configured for it, rather than any handheld on any channel.
The interstitial channels sit between the main ones and are the shared, lower-power space. Those are the channels FRS also uses, and the power limits reflect it: 5 Watts ERP on the 462 MHz interstitials, and for handhelds on the 467 MHz interstitials, 0.5 Watt ERP.
Repeater and base stations themselves may run up to 50 Watts, with fixed stations limited to 15 Watts.
So the arrangement is deliberate. The high-power, repeater-capable channels are separated from the low-power channels that everyone shares, and a licence is what admits you to the first group.
Why height beats power
A handheld transmitting at 5 Watts ERP from street level is limited by the horizon, which at human height is a few miles before the curve of the earth intervenes. Terrain and buildings subtract from that.
A repeater sitting on a ridge, a tower, or a tall building has a horizon measured in tens of miles. When you transmit to it, you only have to reach the repeater. When it transmits back, everyone inside its much larger footprint hears you.
That is the whole trick. Two handhelds that cannot hear each other at all can both hear the same repeater, and therefore each other. The limiting distance is no longer between the two of you; it is between each of you and the machine on the hill.
This is also why a repeater turns a household radio plan into a town-wide one without buying more powerful radios. The capability is rented rather than owned.
What you need to use one
A radio that supports repeater channels. Many inexpensive GMRS handhelds transmit only on the simplex channels and cannot do the transmit and receive offset a repeater requires. This is worth checking before purchase rather than after, because the specification is often buried.
The repeater's details. Its output frequency, its input offset, and usually a tone that must accompany your transmission before the repeater will respond. A repeater with no tone configured will relay anything it hears, which is why most have one.
Permission, in most cases. Many GMRS repeaters are privately owned and operated by individuals or clubs. Some are open to any licensed user; some ask you to request access; some are closed. The tone is often what enforces this in practice. Asking is normal and usually welcomed.
Your call sign. You are operating under an individual licence and identifying is part of the deal.
Finding what covers you
Repeater coverage is intensely local and there is no single authoritative national list. Community-maintained directories exist, local GMRS clubs maintain their own lists, and in many areas the practical route is to ask. Coverage maps published for a repeater are modelled rather than measured, and behave like every other modelled coverage map: optimistic.
The useful test is the one you run yourself. Program the repeater, drive or walk the places you actually care about, and note where you can open it and where you cannot. The result is frequently surprising in both directions, because terrain does not respect the contours on a map.
When a repeater is the wrong tool
When the repeater is the thing that failed. It is infrastructure. It has a power supply, an antenna, and an owner, and all three can stop working in exactly the event you bought radios for. A plan that only works through a repeater has the same single point of failure as a plan that only works through a phone.
Keep a simplex channel and a check-in time agreed as the fallback, so the group has somewhere to go when the repeater is silent. The household communication plan is where that belongs.
When you are inside its footprint anyway. If everyone in the group is within simplex range, using a repeater adds a dependency for no benefit.
When you need to reach past the region. A repeater extends local coverage. It does not cross a state. If that is the requirement, the answer is a licence class that reaches further or a satellite device, which is covered in satellite messengers and PLBs.
The honest summary
A repeater is the largest single range improvement available to a GMRS licence holder, and it costs nothing beyond a compatible radio and the courtesy of asking. It is also infrastructure you do not control, which means it belongs in a plan as the primary path with something simpler underneath it.
If you are choosing between spending money on a higher-power radio and spending an evening finding and programming a local repeater, the evening wins comfortably. The physics of height are simply larger than the physics of wattage, which is the same conclusion reached from the other direction in why 35 miles is never 35 miles.
