FRS, GMRS, or Ham: Which Radio Licence Do You Actually Need?

For most households the answer is GMRS, and the reason is a single sentence in the regulations: one licence covers your immediate family, with no exam. FRS needs no licence at all but is capped at 2.0 Watts ERP, which limits it more than the packaging admits. Ham radio is the most capable and the most work, and every operator needs their own licence.

The three services share airspace and sometimes share hardware, which is why the distinction is so consistently muddled in product listings.

The power column is where most of the practical difference lives, and the repeater row is where the rest of it lives.

FRS: free, simple, and genuinely limited

The Family Radio Service is authorised without individual licenses, under the general licensed-by-rule provision covering Personal Radio Services. You buy a radio, you turn it on, you are operating legally. Nothing to file, nobody to notify, no age requirement to satisfy.

It is allotted 22 channels, each with a bandwidth of 12.5 kHz. Those channels are shared with GMRS, which is why an FRS radio and a GMRS radio can talk to each other on the overlapping channels. That sharing is the single most useful thing about FRS and the thing least often explained at the point of sale.

The limits are real. Effective radiated power may not exceed 2.0 Watts ERP on the main channels, and on channels 8 through 14 it drops to 0.5 Watts ERP. An FRS radio must also have a fixed antenna, which means you cannot improve it by adding a better one. Those two constraints together set a ceiling that no amount of marketing changes.

For a household that wants radios for a campsite, a large property, a building, or keeping a group together on a walk, FRS is entirely adequate and costs nothing beyond the hardware.

GMRS: one licence, whole family, no exam

The General Mobile Radio Service is the answer that suits most preparedness use, and it is underused because people assume a licence means a test.

It does not. A valid individual license is required to operate a GMRS station, and the eligibility requirement is simply that the applicant is at least 18 years old. There is no examination. You apply, you are issued a call sign, and you operate.

The part that makes it worth doing is the family provision. A licence holder may allow their immediate family members to operate their station, and the regulation enumerates exactly who that covers: the licensee's spouse, children, grandchildren, stepchildren, parents, grandparents, stepparents, brothers, sisters, aunts, uncles, nieces, nephews, and in-laws. That is an unusually generous definition, and it is written into the rule rather than left to interpretation. One licence, one fee, an entire extended household legally on the air.

The capability difference is substantial. GMRS is allotted 30 channels, specifically 16 main channels and 14 interstitial channels. Transmitter output power for mobile, repeater and base stations may reach 50 Watts, and fixed stations 15 Watts. On the 462 MHz interstitial channels the limit is 5 Watts ERP, and on the 467 MHz interstitial channels, for handhelds, 0.5 Watt ERP.

The headline number is worth reading carefully. A GMRS handheld is typically limited to 5 Watts ERP, not the 50 Watts the service permits, because that higher figure applies to mobile, repeater and base stations. The licence permits the power; your handheld does not produce it.

GMRS also permits removable antennas and repeater use, and those two things matter more for range than the wattage does. That is covered separately in why a handheld reaches further through a repeater.

We are not stating the current licence fee or term here. Both are set in the FCC's fee schedules rather than in the Part 95 rules, and the FCC's own pages were not reachable to verify them. Check the current figures with the FCC directly before applying.

Ham: the most capable, and the most commitment

Amateur radio requires an examination for every operator. There is no family provision; your spouse cannot transmit on your licence. In exchange you get access to bands that behave completely differently, including HF frequencies that can propagate hundreds or thousands of miles without any infrastructure at all.

For emergency communication beyond your local area, that is the only option in this list that genuinely reaches. A GMRS repeater covers a region. HF covers a continent under the right conditions.

The exam is not difficult, the question pool is published, and most people pass the entry-level test after a few evenings of study. But it is per person, and a household where only one adult is licensed has a communications plan with a single point of failure.

The blister-pack problem

Most consumer two-way radios are sold as "FRS/GMRS" without making clear which rules apply to which channels, and a great many listings quote a range figure that no radio in this class achieves. If a radio has a fixed antenna and is sold without any mention of licensing, treat it as FRS and expect FRS performance.

The range claims deserve their own treatment, and they get it in why 35 miles is never 35 miles.

What to actually do

If you want radios working this afternoon with no paperwork, buy FRS and accept the ceiling. It is a real capability and it covers a property, a building, or a group on foot.

If you want a household capability that reaches across a town, use repeaters, and survive an actual outage, get the GMRS licence. One application covers the family, there is no exam, and the hardware is the same price bracket.

If you want to reach outside your region without infrastructure, or you find the technical side interesting rather than tedious, get a ham licence. It is the only option here that is not fundamentally local, and the entry exam is a modest obstacle.

Whichever you choose, the radios are worth nothing if nobody has agreed a channel, a check-in time, and what to do when the first attempt gets no answer. That part is in a household communication plan, and it costs nothing at all.
